Wujiang City: ¥107 Million Investments in Country Road Maintenance


Wujiang City (Jiangsu Province) will invest 107 million RMB in the maintenance of country road, includes the repair of 90km country and 50 bridges. Since the start of the first country road repair project in 30th June till now, 30% of the country road repair was completed.

In order to reduce the traffic jam cause by the different widths between road and bridge, Wujiang Government decided to list the countryside bridges repair in to the Special reconstruction project. Municipal government will support this project with 2500 RMB/m². The bridges need to be repaired are the bridges with hidden danger and the bridges which are not match with the roads in the Bridge inspection 2011. The country roads after repair will reach the National secondary road standard, and the bridges will reach the National level 3 bridge standard.

New maintenance technology will save 400 million RMB each year in Chongqing


Under the promotion of the Chongqing road maintenance center, the first case of  "Hot in place Recycling truck used in highway maintenance” demonstration was held in Banan district last month. From now on, 400 million RMB will be saved each year in road maintenance.
 Hot In-place Recycling truck looks like a train with 5 “carriages”; they are powder distributor, tank truck, Emulsified asphalt tank car, Cold material reclaimer and road roller. This maintenance truck will finish the pavement rehabilitation when it passing by the pavement. According to the description of Mr. He, the project director, doctoral tutor of Chongqing University of Communications, this “train” will firstly soften the old asphalt and recycle, and then mix the old asphalt with additive, and pave the new material on the highway. “We used to spend two day in paving one kilometer, but now only takes one hour.” He said. “Road maintenance cost in Chongqing each year is more than 1.5 billion RMB, the use of hot regeneration technology can save maintenance cost by 400 million.”

Transportation Investment for China's 12th Five-Year Plan

For the 12th Five-Year Plan (2011-2015), China’s transportation infrastructure investment will be approximately CNY6.2 trillion. As of this year (2012), its 4.5 million km road network is expected to handle 40 billion passenger-kilometers and 30 billion tons of freight transportation.
Transportation Infrastructure Investment in the 12th Five-Year Plan Increased by 31.9%
Mr. Sun Guoqing, Director-General of the Department of Comprehensive Planning, Ministry of Transport, said that in the 12th Five-Year Plan, the transportation infrastructure investment is about CNY6.2 trillion, an increase of 31.9% over the 11th Five-Year Plan. The majority of the funds will be used in highway construction.
The 11th Five-Year Plan saw an increase in the scale of transportation infrastructure, especially when the central government introduced the policy of speeding up infrastructure construction in response to the international financial crisis. During the 11th Five-Year Plan, the country invested about CNY4.7 trillion in infrastructure, 2.5-times greater than that of the preceding 10th Five-Year Plan, making the total road network 3.98 million kilometers.
Sun stated, “Though the investment scale in the 12th Five-Year Plan is higher compared to that in the 11th Five-Year Plan, the actual growth rate has decreased drastically. This is in accordance with the country’s development requirements, adhering to the rule of ‘appropriate advancement’ for construction planning.”
Total Highway Mileage Reaches 108,000 km
According to plan, the scale of the country’s highway network continues to expand in the 12th Five-Year Plan. The total road mileage is to reach 4.5 million kilometers, and the total mileage of highways is to reach108,000 km, connecting more than 90% towns and cities with populations over 200,000 people.
In terms of water transportation, a rationally laid-out, highly efficient, safe and environmentally friendly modern port system is to be established. The number of deep water berths in the coastal ports is to reach 2,214; and the ratio of port handling capacity to actual throughput is to reach 1.1. In terms of civil aviation, in  an initial phase an airport system with a rational layout, that is fully functional, well structured, safe and highly efficient is to be established. The number of airports is to exceed 230, easing the current saturation problem in large airports. Regarding the postal service, a universal postal service system is to be set up, covering both urban and rural areas. The service is expected to benefit the entire population and have a standard for sustainable development. The total number of universal postal service offices is to reach 62,000.
Accordingtothe 12th Five-Year Plan, containers and bulk cargo, water-to-rail and river-to-sea joint transportation will be developed faster. All eligible villages, towns and 92% of administrative villages will be connected by buses, fulfilling the goal of transportation integration for eligible urban and rural areas. The average travelling speed of the national highway is to increase to 60 km/h, civil flight punctuality rate is to exceed 80%, and on-time delivery rate of postage and express services are to reach 85%.
In terms of safety and emergency response, in the 12th Five-Year Plan, the basic highway emergency response system is to be completed, and the emergency response control and dispatch capability is to significantly increase. Road reopening time for a general disaster is to be less than 24 hours, and the emergency rescue response time is to be less than 2 hours. Water transportation safety and emergency response are to reach improved levels. Airplanes should be able to reachmain coastal waters that are 100 nautical miles away from shore in less than 90 minutes.

Environmental Protection Pavement Coating Material


After 3 years research and experiment, Asphalt experts in Qingdao China successfully developed a new asphalt pavement coating material called JBS-C environmental protection pavement coating material, which is specialized for repairing the small cracks and the loose asphalt pavement.

The main ingredients of JBS-C are the modified and emulsified petroleum pitch, SBS and EPS mixer, to add on petroleum heavy liquid, high sulfur carbon and high polymer latex, the mixer become oil-in-water emulsion under the coupling reaction. Finally mix with inorganic silicon calcium wear-resisting material and elasticity grinding resistance aggregates. JBS-C not only has the function of repairing small cracks and waterproof, but also has the function of melting snow and noise reduction.
 
After applying this coating on the pavement, the material will permeate into the cracks (within 10mm depth, 3mm wide) as the adhesive and form a kind of irregular space mesh structure on top of road surface to stop the pavement from loosing and the spreading of cracks. Also stop the rain and fuel oil eroding.

Esun Mid-Year Meeting 2012


Esun’s Mid-Year Meeting 2012 was held in Hiyet Oriental Hotel 21st July. Our General Manager Ms. Niu gave us the inspiring opening speech and representatives of each department reported their previous work. It was such a good opportunity to review what we did last two quarters and plan for the rest of the year. There several big events happened the last six month, the big progress of the crack sealant R&D, took part in France INTERMAT, rename our company, developed new markets and some other achievement. At the end of this meeting, our president Amy Ni shared her own experience about how to be a good person and how to run a business. In 2012, Esun will never stop the pace of progress.
